Low Rise Council

Low Rise Council contains areas of local authority and housing association tenants who, for various reasons, have not exercised the right to buy their homes. Reasons may be that they are poor, unemployed or retired or that they live, for example, in ex-mining areas or industrial Scotland, where renting from the council does not attract a social stigma.
